My design philosophy revolves around the KISS principle. I like clean, tight designs with navigation that makes sense. I am not opposed to bells & whistles as long as they have a purpose within the site structure. The important thing is your content, message, product and getting that information to your visitors.
Whether it's from the ground up or a website redesign ... the goal is the same. Get the proper message out in a fashionable manner, easily said, not always done well.
